A lot of producers don't pay for the samples they use, especially lesser known tunes. Probably over half of the underground stuff is sample based, so you can call it stealing, uncreative or whatever. But samples certainly breathe new life into music that would otherwise never be heard by hip-hop fans. I've discovered loadsa tunes i'd of never heard just from samples in hip-hop, so it's all good in my opinion. If artists are about the love of music, they'd be honoured to have their music sampled.
