My favourite is Scotty Hamilton. I've been watching him for several years, and while he may not be statistically better than Plushenko, he's engaging, has skillful and interesting routines, and has enormous character on and off the ice. While he is no longer able to skate competitively, he is stil a huge part of the ice-skating community. Scotty is the person I automatically think of whenever ice-skating is mentioned.
