you dont need a thumbpick, but it does help as the thumb is picking the harmonics, the third finger does the open notes - so the thumbpick helps make the harmonics ring more clearly so they don't get drowned out by the open notes.
Some people use a flatpick. They hold it between their thumb and middle finger, and use their index finger to 'fret' the harminics. The rest is just the same as if you were using a thumbpick.
In my opinion you do, I can do it without a pick but the hand position is uncomfortable, because a thumb pick point sideways from the thumb the writs and hand position is as relaxed as Tommy's is. Hope this helps
