The ref was doing a mandatory sign to signal the end of the play. As Vince Young turned around he saw the hand raised and went to the high five. If you were the ref, would you ditch him? That and the ref probably didn't even see it. The ref was not initiating the high five, he was doing his job. You know so much about sports to know they are rigged? Learn the sport first.
