I also think one of the reasons Rockstar decided to include this feature was to just show off a bit more of Euphoria, the engine that deals with character movements when falling and drunk used in most of Rockstar's games.

I found this glitch is you pull out a weapon, and weapon at all, then go get drunk you can controll your falling. Its a wierd glitch I havent gotten full controll of yet.
