Who is the little kid singing this song

Pacha pacha shivya deyi ( The teachers swears at the kids)

khata khata paan (spits dirty stuff on school walls)

chaddi laage cham cham ( hits innocent little kids with a big stick used to hit horses or animals)

Hasu naka radu naka bolu naka (and violates freedom of speech,or expression).

Are these the values we want to teach our kids?

Thats abuse of little children by adults is okay, funny, and to make it into a song?
