@segatown2 T3 has more of a story because it has cutscenes instead of useless flying and you fight within the story, not have a story, then fight. It's also more immersive and it looks better. The music is better in T2, that we can agree on, but T3 improved on T2's flaws also. On gameplay, it's all generally the same. T3 also has better stages and waaay more characters.

You can't say gameplay is the same because in BT3 is much more improved and faster. Also BT3 have not got better stages,but it have more stages. Way more characters... Overstatement

It doesn't really matter cuz it's the same story in every game, I also think that the flying around is pointless for a story, I mean where else will I go besides the area where I progress the story? It was better in budokai 3, but T2 just copied off of it.
