@jcraigb it's not 28 inches cuz the the wood on the pier are 2x6's ... so i would guess this Flounder to about 15 to 18 inches long ... which in NC is legal size ...15" plus you can keep

Iv caught flounder that size many times. Regular nightcrawlers work great for them.

go back to elementary school and learn how to measure..With a ruler! That Fluke is nowhere near 28 inches I will give it at least 16 1/2 inches-19 inches. four stars though for catching the Fluke and having like 10 people around you though.
