the reason that the Sailor Starlights turn into girls is because the creator of the Sailor Moon Manga said that only females can be Sailor Scouts. Also they were girls in the Manga just disguised as males to find their princess.

in the manga Seiya as well as the other Starlights are girls who dresses up like a boy so they can create a band to sing to their princess. They dress up like boys cause it would be silly to sing about their love to a girl being a girl.

And in the anime they are girls who physically transform into guys when they are not in their Senshi form...and the rest is pretty similar
