This is in 1966 when George was still trying to find his way in the world of comedy. Al Sleet was an experiment that was popular with the people who were, at the time, his audience and did not understand the "stoner". This bit, if you look at is in a shallow way, as you did, is juvenile and immature but is in fact a caricature and a social commentary on the separation between the "squares" and the "hipsters".

Sullivan's show had a very conservative crowd. You can tell from the scattered applause. Not big fans of edgy humour. Carlin said that he hated performing on Sullivan, because Ed had a habit of micromanaging things, which drew young comics nuts. Carlin later said that he wouldn't watch any of the tapings of his Sullivan performances, because they didn't bring back the happiest of memories.
