This is in 1966 when George was still trying to find his way in the world of comedy. Al Sleet was an experiment that was popular with the people who were, at the time, his audience and did not understand the "stoner". This bit, if you look at is in a shallow way, as you did, is juvenile and immature but is in fact a caricature and a social commentary on the separation between the "squares" and the "hipsters".
