Actually Punch and Judy is someone else's idea of a title. The title of this film translated into English is roughly The Coffin Factory. I think when they gave it an English title, they thought they'd be funny or confusing. Besides, this film is only confusing if you don't know how to think about what it is you're watching.
In fact it all depends on the way one perceives the story ; have a look at Svankmajer's version of Alice in Wonderland, for example. It's also quite interesting.
