She goes with cutting her hair without permission, but isn't satisfied. Knowing that she can control the time around Meiling's hair to make it grow faster, Sakuya then goes about cutting Meiling's hair to match the vast majority of the important denizens of Gensokyo.

It's a sad testament to the fans of touhou that they had little thinking to understand this video. However, this is not normal - Meiling would more likely just wind up with a knife in her forehead before Sakuya would exert this much energy on her.

Don't know how you could've missed that. :| Also, if you're having trouble understand a lot of Touhou character's shtick, go search up Touhou Mother and watch a full LP of it (if you have the spare time) usually the good LPs of it give you at least basic knowledge about each character and what their joke is.
