Buffalo: The city itself has a population of 257,758 (2006 Estimate)[6], and the metropolitan area 1,170,111 (2000 Census)[7], the 46th largest in the United States. Buffalo has and still is loosing population. This city had 1 million people in its hay day. So I'm going with Cleveland, Ohio.
