The two you supposedly need an explosive for don't really require one. They both just need a sniper rifle. You can just barely get the top of the one in the dumpster and the one on the ship with the Majini in it can be sniped from the bridge where you go to lift the cage off of Sheva/Chris

You need to beat the game to unlock the infinite ammo setting, then use points earn from each chapter to purchase infinite ammos for the guns. In my opinion it's much easier/quicker to earn points playing mercenaries.
