This is the EX level. It's brutal from top to bottom. It's supposed to be.
Watch some of Mokai's videos if you want a look at some more reasonable notecharts.

and not to belittle that at all, but that looks like the easiest 38 ever, like... i might be able to pass it.

Yeah, you are right. I'm not sure it is the easiest of all 38's, but it most definetely is one of the easiest :P
