I think the USA reducing its arsenal from 3000 to 1000 warheads doesnt make too big difference. They could still blow the whole world up, alone. So could the Russians. The way I see it, nuclear weapons already give complete protection from another country if they number around 100. Terrorists are another matter, but they are not affected by nukes at all. Labeling countries terrorists doesent help eighter, it just creates more hate.

@polygamous1. As I said it doesent matter how many more USA and its allies have, as long as it is not several times more than Russia's. Today the number is almost the same, as Russia doesent compare its arsenal to USA only and therfore will reduce warheads to an extent that is still credible. I dont think they are fools. Also intermidiate range has been totaly abolished from US and Russian arsenals and airbases are big easy targets!
