She's not 21. It's okay to try to help someone quit drinking until they reach the legal drinking age. sheesh.

But she was only a month into sobriety. And earlier in the episode they talked about not taking 'the first sip' - because for someone like Rayanne, it can be a slippery slope, especially since she hadn't been clean for very long.
