well, I think it's that once they made cars, a functioning thing that would work, that then they dealt with form, they could design them rather than make them simply useful.
I doubt that he means that they actually resembled submarines, but by comparison, to say, the first cars (the Model T) that they were comfortable people-containers with protection and windows and color and style, more like a sub and less like an open-carriage, like the first cars.
