Phelps won't be the best in distance swimming. He's actually not even the best swimmer in even the shorter distances if we exclude the turns but he usually makes up the distance in turns. Bascially the turns, where he's underwater a bit longer than others, mask his slight deficiency. In the long distance though, the extra energy in turns would build-up too much lactic acid for him to perform well.
