The idea is to "force" yourself to interpret the cut-out as a stair seen from above rather than below (which is the "real" thing). If you do, then as the view rotates the seen-from-above stairs seem to "follow" you.

We don't see the illusion because of the pencil that reveals what that the structure is concave from the start. Take the pencil away and you may think that the stairs are convex. It's the same illusion as dragon head.

@LeafMountainChannel The point is for it to be hard to see, if it was easy to figure out it wouldn't be a very good illusion now would it? As for the pencil being there, that's to call your attention to it instead of the "stairs". The stairs are white, the background is black, the pencil is bright red, your eyes are going to end up focused on the pencil and distracting you from the illusion.
