Hot Topic has glitter liners in a few colours. they dry out kinda quick (3 months or so) but it stays on crazy well, without being a pain to remove, and it also doesn't burn or irritate your eyes at all! I highly recommend it!

For the black cake liner, yes! The cake liner has to be activated with water so the brush has to be wet!

Oh yes a huuuge difference!! A base always helps a color, or colors, pop! And sometimes it helps them last longerIF you use a good one that doesn't crease!

The face and body is water resistant, and the regular isn't. So, you could use your regular one, water, contact solution, eye drops, or whatever. You could also use eyeliner mixing medium from MAC.
