There is absolutely no sense in the amount of smoke that this boiler makes. You neighbor is doing some thing wrong. If you do not get a response from you local authorities, then, as in Pa, you have to contact your State's EPA or equivalent , Dept of Natural Resourses, etc, etc. DO SOMETHING. Have you spoken with this 'neighbor'...?? He certainly is not being very 'neighborly' now is he.
