I think that it is a way to distinguish themselves from other countries and especially the USA. National Emergency Services such as Police and Fire do not use multiple tone sirens, just the old hi-low and the lighting is really very 1980s or even 1970s. I would say that it is a reaction to the American way of life. The French government is surely behind it, otherwise they would actually be in the modern age with the rest of the world.
In the 1980s the French police had the American siren but due to overwhelming complaints that it sounded, well, too American, they quickly replaced them with the old French Hi-Low siren which is still in use today. Yes it is stupid.
@code3paris well ok we use the 2 tone in the netherlands too.. but we try also alot of other tones to see what is the best. also most new cars have a button to make it the 2 tone fast paced. and we do have 'some' more lights :)
@16abbek I guess I would de-emphasize the weight given to the French not wanting to be too "American" as it is probably just a desire to cling to the past and they way things always have been here. Most of the surrounding countries now use multiple-tone sirens so it's probably a question of time before the European Union applies standard laws for all countries.
In Spain most undercover vehicles are still also behind, with a single puny light, and I don't think it's to go against America, but to save money because they are just cheap and don't care about the safety of the emergency vehicle's personnel.
It just doesn't seem a priority to spend money making emergency personnel safer and more efficient, that's all.
Australia and other countries are the same, very few lights on unmarked cars.

Wig-wags would be a dream -- Police never use them, very rarely do we see them on an ambulance. Sigh.
