If the bees could exit the building it would a safety hazard to neighbors as well as guests (bee stings can be deadly to those with allergies, stock epinephrine) If the hive is enclosed it becomes a heating and cooling problem? Are there laws against contained bees or just open hives? Simple ventilation with mesh screens could keep bees in and let air flow (weather proofed to avoid flooding during rain) with fans, AC or swamp coolers to push air throughout the hive if necessary.
