Federal Law Enforcement Training Center. All prospective Federal law enforcement trainees must go through and graduate from this training facility. McGee graduated top of his class and Tony had to go through as well even though he's a former Baltimore cop.
I'm not sure why Ziva bypassed FLETC but I'm presuming it's because she's a former Mossad operative (and possibly Jenny signed off on a FLETC waiver for Ziva).
"Syllabic economy." It's easier to say "FLET C" (two syllables) as opposed to "F L E T C" (five syllables). It's too cumbersome and clunky to pronounce every letter when communicating in real time...esp. as law enforcement officers when they're chasing suspects and criminals.
McGee: Look, one more week, they're out of our hair and off to FLETC for three months. Why don't you let them focus on learning how to be an NCIS agent?
