There are some good players in France, the true problem is, the Street Fighter competitive scene is almost non-existent due to tournament hosts preferring games like Brawl, Dragon Ball, Naruto or Soul Calibur*. The French "competitive" scene is different from the US and Jap ones, that's all. Also, some French players are top notch when it comes to KoF.

(*I am aware that those four games are horribly not fitting for serious competition, but that's the way it goes in my little country. Sadly.)

I played competitive Melee for YEARS, I'm aware of the intricacies of the game. That being said, Melee's depth can't hold a candle to Street Fighter's depth; Melee simply doesn't have as many options as SF.

A large move list doesn't make for a complex game. SF2 has so much underneath what you see when you just watch without playing, that you truly only have a basic grasp of whats going on. A lot of consideration about priorities, frames, and all of that good stuff goes into every match, along with reading your opponent, predicting them, and then beating them.

I barely play on the surface of all of this, and it is by far the most intense fighting game I've played.
