Thanks to wildlife biologist Gary Friedrichsen: Yes, they are great horned owl chicks or "owlets". They look like they haven't fledged yet and the parents are likely nearby coming in to feed them. Looks pretty windy the day the video was taken. They make a neat noise calling to their parents when they are begging for food. Gary
