Have you ever been responsible for a child in anyway? Here's a fact, there's a part of the brain that develops when you're 20ish that controls your decision making. Because this isn't fully developed in children we leave them under the control of parents who ARE responsible for them. If a parent leaves the car keys where a kid can reach them, and doesn't notice that the kid has stolen the car (someone had to have heard him backing out of the driveway!), then yes that is child endangerment!
