China's policy is mainly for defense, that's why they don't need a unit like this for foreign engagements. and yes, they are considered part of the military and fall under the jurisdiction of the central government, just like the other military organizations. hope that helps!

And I have seen gymnasts and figure skaters in past years that have looked younger than 16 and no one questioned about it. Michelle Qwan was about 12 in her first year and I don't remember anyone questioning her passport. I do think that there should be an investigation but lets make it equal and investigate all the athletes that look underage. Some Romanians look like they are only 13 or 14 but we don't want to talk about that because it's hardly shown on the news.

We have more weapons training whereas the Chinese army train way more hand to hand combat than we do. Our Drill Sergeant was teaching us modified Sanda which he told us was taken from the Chinese army.
