The video is about President Ma averting the concerns of the child, (as broached by the slip of paper she offered, which I think was about funding for school children) and digressing into unnecessary diction corrections. Ahbying is not saying that Ma fails at leadership due to his similar inability to use English; he is saying that Ma fails at leadership for being a hypocrite.
