The wagons are mostly Victorian Railways "GY" wagons. These are available as kits and RTR by various manufacturers in Australia.

In my personal opinion, this is one of the best Australia prototype layouts in existence - the simplicity is startling and should we ever decide to take our model trains to the World (in lieu of letting the rest of the World bring their prototypes here)this is one of the layout I would take to exhibitions in Europe, Great Britian and the USA

It's been to quite a few exhibitions so may well have appeared at Ballarat, but unfortunately I can't confirm it for you.
