I enjoyed the Sandman because he was a more reserved villain with a different style, but I think this is because I'm a fan of Michael Rennie who brought a touch of class to anything he was in.
In this book of the making of the entire series, there's an excellent piece by writer Ellis St Joseph on how he wrote a great script with some dark tones but due to various factors, it turned into the "mess" of an episode here.

Sandman was certainly different, that's for sure!! Certainly a different style of villain for this show, much like Chandell, the musical criminal.
