I'm pretty sure that orca's name is Kilroy and the name of the show was "Shamu For Mayor"

1974 - I am not sure where. There are other shots in the film that may indicate the location. I'll check.

I think it was in Ohio because there is Cedar Point right after the Sea World footage.
