Appearently non crazy's like Firefly and Penguin were transfered here. I think Firefly would be an awesome character. Have him burning the environment would be cool. Penguin would be Ok. I think some of those are still rumors. Like I can't see Ra's fitting into the game unless he turns out to be the mastermind behind it. And Catwoman was never crazy, so she wouldn't be in Arkham in the first place. One thing to consider is that some of the minor rogues may just have cameos. Like the camera in a cutscene may pan by a cell with their name on it.

that's why poison ivy is in this even though she isnt a regular arkham inmate.
