i think its because the the UV light from the black light, excites the molecules in whatever the green compound was and the blue liquid, and causes electrons to jump to higher energy levels, when the electron jumps back to its original energy level, it gives off energy in the form of a photon that happens to have a wavelength that is in visible light spectrum that we can see as green and blue,
