The "coral reef" was a feature in Disneyland's "Parade of Stars" for the 45th anniversary of the park. The Nemo character was in Disney's California Adventure park for a while. I think the "coral reef" is supposed to have a similar function to "Ivy" from Disney's Animal Kingdom park.

Nemo has some skills. Tink helps him most of the time. However that coralreef behind him signs for Nemo since Nemo has no hands/fingers to hold a pen and book. The Coral Reef has a stamper and stamps your book.
