You think its a good investment for Chinese? Xinjiang is a DESERT. Its barren lands. And Chinese have to pour their life savings into that area, thousands of miles away from friends and family? The returns dont outweigh the risks, stupid kid.
AND THATS WHY THE GOVERNMENT stimulates the migration. If you dont give incentive, noone will fking invest in that middle of nowhere place.
