It gives contesting of the D file as an immediate possibility. it stops the defensive rerouting of Nd5 to f6 giving the possibility of leaving black with an isolate qp. It also cramps blacks position slightly because if knight on E2 moves to open the queens scope Bishop can take knight and fracture blacks queenside pawns. leading to a favourable endgame if any exchanges take place
In regard to 11.Bxe4 vs Qxe4, Bxe4 allows white a few options against black's knights. If Ng6, white can muck up the kingside pawns with Bxg6. If the knight on d7 moves, white can give black an isolated c pawn with Bxc6. In general, the d7 knight is being dominated and doesn't have much in the way of good moves. On e4, white's bishop is x-raying b7, potentially tying black's c8 bishop to defense, which might also trap the a8 rook. Black would have to play f5 (strategic suicide) to kick it.

Tryfon, at 10:41, I'm guessing that Bxe4 helps White contest the D-file, while Qxe4, that bishop is blocking the D-file for now. It looks better for white to contest this open file perhaps?
I think Bxe4 is the natural choice because it supports the white rook seizing the d-file. ... but I only play hack attack chess. As black I would have PROBABLY went into an IQP because I would not have wanted to surrender the d-file.
I think Bxe4 makes more sence, because its current home (d3) wasnt that great. The Queen on e2 is on a naturally pleasant square. The best spot for the bishop would be c2. That way the bishop makes way for the d-file
