There was never a country which said "we are a communist state", but there are countrys which said "we are a socialist state." and DPRK is also saying this.

FYI, This version is 100% South Korean. I haven't heard North Korean version yet. but choice of words, lyric & pronunciation is of South Korean. In South Korea, explicit communist movement is legally banned, but interenational song is known to left-wingers and recorded by some singers.
