I was in a hacked PUBLIC match about a month ago. I got about 4-5 kills and got 7.XXXXEXXXX exp. from each kill, then I shot this one guy 3 times with an intervention. (hit marker each time) then he turns and shoots me from 20-40 feet away with a shotty of some sort (after 1887 and spas-12 patch) I flew back to the edge of the map where I died. I left the game immediately so I wouldn't get hacked myself only to find that I had jumped from level 35 to level 70. Score = 350k? Kills = 3.5 M <-rank

From a coding standpoint, I'd say it would be hard to fix this since it is a community problem. But that aside, this is a serious enough problem that something should be thought up. Besides removing Tactical Insertion entirely, since it does really help boosting, I could see setting it so that Insertions can't be placed within a certain distance of each other. it may cause problems by showing where other people's Insertions are, but it would be easy to code and I think it could help a lot.
