Reason one is wrong. You need to do the complete opposite! More reps, less weight. And in reason two he says no more than 20 mins of cardio. 20 mins is the least amount of time you can spend to build any muscle.
Also, your abs are a different kind of muscles than the ones in your upper body. I am not saying don't use weights, but do 10-15 reps of each exercise * 3 * 5-10 different exercises on your abs.

You shouldn't jump to conclusions regarding high reps and ab training. Considering the abs are a more resilient muscle, and the most used muscle in daily activities they respond to resistance in a different manner then sedentary muscle groups. Iv'e found high reps works similar but in a different fashion then heavy resistance low rep.
To be more clear, the video is bodybuilding/aesthetic orientated, I wasn't jumping to conclusions, I simply put down the appropriate info.
If your looking for good looking abs then high reps isn't the way to go since it will build endurance and very little hypertrophy. moderate resistance with a moderate range of reps is better for giving abs their shape, high reps is what fighting athletes and runners do because they need the endurance and they don't train for aesthetics.
As I wrote, abs are more resilient to resistance training. If the resistance is high enough to create muscular failure within a short rep range i.e 6-12 that has no indication of stimulating the abs to ceate hypertrophy more productively in comparison to a higher rep with moderate weight. Shape is not created by reps rather excercises and genetics, abs can only grow in one fashion unlike biceps which have several areas and a head to peak with varying excercises.
It makes total sense, do some sessions of around 10-15 reps to bring up the size, then do some max repetition sessions to make them more defined... if you just do max reps then youll have ultra cut abs but theyll be so tiny with so little mass it will be pointless. Doing cardio also makes your abs more lean and athletic like, similar to high reps abs exercises
I can accept most of the info provided aside from the 20min. of high intensity cardio. Attempting to do so will cause your body to reach its anabolic threshold. When attempting to loose weight, it is best to try doing an aerobic activity for an extended period of time within your upper(if possible) target heart rate range. And doing situps will get results, the discouraging factor is that we don't visually notice what we've accomplished until we get down to around 10% body fat(for guys).

i train in boxing, you NEED to do high reps for abs of steel or you'll get fucked!
It's not about having pretty abs. We use high reps to devlelop stamina in order to take punch after punch in the stomach.. and low reps with weights will not cut it! Your mid section is meant to be small and tight.. listen to stan mcquay, he has awsome abs and uses high reps and no weights!
I think this guy's point is that muscle tissue is muscle tissue whether its the abs or the biceps. There should be no difference in how the muscles are trained. On the other hand, since low reps and high weight build mass, I'm not so sure how many people want a bulky midsection.

Eg, anerobic = burns fat more effectivly, retains muscle.
Aerobic = Takes longer to burn fat and you lose muscle because your body sees it as a burden so it will lose it to carry on for longer.
