You can't tell that it killed germs without lab tests. I am assuming that the lab will have to use a microscope and some sort of scientific method to do a before and after analysis. You would also have to make sure that the viruses and bacterium could not multiply afterwards.
A backlight won't help you determine this.
I would think that you would need more power to produce uv light strong enough to kill bacteria all over the phone.
