I totally feel you here. I hate it when they ask me that, but you have to see it from their point of view as well, like someone else posted they are FORCED to ask you to sign up for these cards. They actually have quotas they are supposed to meet by getting people to sign up. Nobody likes to be pushy or bug people about signing up for cards, but when your boss is down your back about it and you HAVE to ask people this it really sucks. :( So I say cut them some slack even though it's annoying.
Sadly the employees will get written up if they don't get customers to sign up. (Not sure if Target does that but other stores do. The best way to combat this "Sign up or pay more" policy is to stop shopping at these places. If they know that's the reason you will not shop there then these stores will stop.
I actually changed my mind about applying somewhere because the store sells those type of dept inccuring cards. It was New York and Company...the manager was like "can you sell cards??" I was like "forget it.."
A lot of bank practices are now being deemed illegal, don't get me wrong the entire system is broken purposefully and profitably but few stand up for themselves.. Way to go!!

Where i live you need credit for everything, they check credit for applying for a job, they check credit before renting you an apartment, they check credit for renting a storage bin, credit for a cellphone purchase, credit only on some web sites, you won't go very far on your own without a credit card and decent credit but that's here in my home state, others may differ but i get what you are saying though. i would still be living with my parents without a credit card.
