@BEASTLYfish in Japan O means ok (make O above head), or correct. while X (crossing their arms in front of them to form the X) means wrong or bad. (you see this with the ps controller, O button means confirm and X means cancel in most games, while the same game in places like america, it is the opposite).

There is another meaning for just being silly , that is when you place fingers down on head, but it is hard to fully tell in this, since in some anime they mix this up too.
