its just natural. finish through nice and smooth and it just happens with a well struck wedge/iron. the divot slows down the head enough so that it doesnt carry through. granted, in a really hard swing the club will wrap all the way around but with a smooth easy swing it just happens
what it really does is actually help people hold the angle, there is no "hold on". when the shaft is ahead of the ball it creates maxium energy transfer. think of it like this, what does it matter if the face is open or closed 3 feet after impact, it only matters what the face is at impact. proof of this is CH3

Hogan also did it to produce the fade--as did Nicklaus (check him out about three or four feet past impact, in any photo from the '60s and '70s) and Trevino. Actually a _lot_ of guys have always done this. Demaret hit a lot of shots like this. Jim Thorpe did it. Palmer did it (if he hadn't, he'd have hooked it off the world--ever seen the helicopter finish?).
At any rate, it's pretty dubious to advise average players to do this. If you've already got a good plane and path, you move from the ground up on the downswing, and you have a full release, holding off that release to hit control shots is OK, and in fact may work really well for some players and some conditions. But for most amateurs who already haven't ever felt what it's like to release the club consistently well, this kind of advice is just poop, to use the technical term.
He didn't say that Tiger invented it, he said that he started it. I don't think he is suggesting Tiger is the guy who invented the technique but I think its fair that Tiger brought the shot into his game when it wasn't really used by anyone else on tour and now its becoming more popular. So in that context I think it is fair to say that Tiger started it.
