Stumbled upon this. Isn't it strange looking back now that we know he was actually rejecting moves to catch him because Valerie Jarrett wouldn't let him? Panetta, Clinton, and Gates essentially had to stage a coup to get the operation through. Use a special order by SoDefense and SoState to transit the team, get Jarrett out of the way then send him out golfing so they could give the final order while he was "unavailable."
