If they are not on the voting rolls they are given different ballots. Legally you can not deny a person the right to vote but you can control the ballot they vote on. Their ballot is placed in an envelope with the voters address and signature. This envelope is then placed in a separate bin from the "regular" verified voters.

They are then verified by the election department for eligibility. If ineligible the vote is not counted. I have been a poll worker for a few years.
