Says who? Because that's quite a stupid thing to say, especially when all games look and play better on the PC, GTA IV included. Not only the graphics, but the controls (both keyboard/mouse and gamepad support) and overall experience point at the PC as being the best.

Consoles are mostly for people on a budget, and people stupid enough to pay 50E for each and every one of their games...

No, you will not be able to run it on anything less than a Core 2 Duo, and actually have a fun time playing it. Stick to GTA San Andreas until you can by a quad core or better cpu :D

The game is great :) plays smoothly in highest settings on 1680x1050. sadly it has no aa and vsync. Hope there'll be patch soon.

I Don´t know the resolution, because it´s not from my pc, fps were about 40. It also depends on view distance. Less distance -> more fps
