Sorry to break it to everyone, but a chlorine bomb wouldn't even be in the running as an effective terrorist weapon.

I'm not even sure the ATF classifies it as a bomb. Also I do not even consider it as an IED. It's too erratic, and unstable. However there is an upgrade i can think of to make it a deadly weapon.

I was arrested at age 14 for blowing up 26 mailboxes using thi exact same method. I used empty 2 liter bottles and then put the magic in the bottles then put them in mailboxes. It was so cool because it would literally rip the whole mailbox off the pole and send it about 15 feet up in the air. The actual mailboxes were subject to such extreme force that they were flattened out like a piece of paper! Some fool that ws with me dropped his wallet and he told the cops it was all me. 1 anger class.

This will produce a time delayed explosion that will only occur when the gel caps dissolve and release the chlorine powder. Most medication gel caps burst within two to five minutes of being placed in liquid, leaving you plenty of time to make a quick exit.
