The loudness of the fan at boot has nothing to do with the OS controlling the fan.
At boot, the server reset the BMC/BIOS so it loose temperature reading for some seconds, for security reason it take the worst situation case and pull the fan at max speed until in gets the temperature back
@mo7senses I didn't buy this server. It was brought to me to install Linux on it and prepare it for another X long years of service. I am not sure if they are supported by Windows Server (my guess is they are).
My body was not ready.
